WebI suspect congestion isn't just based on player counts but also on peak-time activity. I think in general jp servers are more aggressively peaky. My server is still on the jp preferred list but even we get a tiny queue at primetime. There's also the possibility jp players just play more so the server is equally congested with less players.

Weba good thing to mention is that the lobby servers and the world servers are two different things. And your in a queue because your waiting for a spot in the lobby server, not the world server. The lobby server is supposed to monitor how many people leave and enter the world server and tries to keep that number at equilibrium. They'll be implementing cross-server play in the future though so you'll be able to play with your friend sometime during the next expansion if you're willing to wait a few months.
