It connects to an IRC Network for you and stays connected as per your instructions and maintains your state on the IRC network. You can then connect to it whenever you need to get on that particular IRC network. WebIt works well even when paired with TheLounge. +1 for ZNC, optionally paired with TheLounge. It's also very rugged and secure. Use ZNC for a bouncer. There are other options like IRCCloud if you don’t want to do the setup. I used znc before and found it to be a bit huge for my taste.
