You should be able to tighten timings unless the 1 stick is so bad it wont work and you need to run some kind of stability/memory test if you havent. I like Karhu RAM Test - Karhu Software but you have to pay for it. TM5 is free Memory Testing with TestMem5 TM5 with custom configs

Setup: ROG STRIX B550-A GAMING ATX Motherboard (BIOS version 3002) Ryzen 7 5800X3D CPU. Corsair 16GB 3200 RAM. The memory runs easily at 4000MHz, but the performance drops dramatically. The whole problem is in limiting the frequency of the FCLK at 1600 MHz, if you set it even a little higher, then everything slows down a lot.
