Even tried to put the journal in her body and loot (leaving and entering the place too) WebbConsole commands were useless to initiate the quest or spawn Katria’s journal, and I couldn’t find Katria by backtracking anywhere. I was eventually able to complete the quest by simply going to Hall of Vigilants and picking up the book. I dropped ALL the shards on the ground, then read the book, and voila.
